An NYPD spokesperson confirmed to PEOPLE that an 81-year-old woman fell from a high-rise apartment on New York City's Upper East Side on Oct. 12. Witnesses who saw the incident claim the woman struck a fence on her way down and was decapitated and had her arm severed.
